Paul, Minnesota 55101 NOTICE: On January 28, 1981, the U.S. Environmental Proteclion Agency (EPA) promulgated the General Pretreatment Regulations (40 CFR 403). These ulations, mandated by the Clean Water Act of 1977 (Public Law 95-217), govern the control of industrial wastes introduced to Works Publicly Owned Treatment (POTWS), known as municipal sewage plants. The obiectives of this program are to control industrial wastes to: (1) Prevent Introduction of lutants which will interfere with operation, treatment, or sludge disposal; Prevent introduction of pollutants which will pass through treatment to the receiving waters or sludges in unacceptable amounts; (3) Improve the feasibility of recycling and reclaiming wastewaters and sludges. The above named applicant who operates a system of POTWS in the St.

Paul area has applied for approval of a local pretreatment program and has submitted: a signed statement from an attorney that the Commission has the necessary legal authority to administer the program, copies of the enabling ordinance, a description of the procedures for program implementation, and a description of the manner in which the program is funded. Through administration of the Pretreatment Program the MWCC will permit and monitor Industrial discharges, and enforce permit requirements, and provisions of the MWCC Waste Discharge Rules (6 MCAR 6.010-6.019). Approximately 1,000 permits will be issued to Industries discharging to POTWS operated by the MWCC. The permits will provide the MWCC with a mechanism to regulate industrial discharges of pollutants which are likely to interfere with POTW operation, sewage sludge disposal, or attainment of water qualify standards. The Minnesota Pollution Control Agency (MPCA), acting in cordance with authority to administer the Pretreatment Program delegated by the EPA on July 16, 1979, has reveiwed this submittal and has determined that the program is acceptable for public notice in accordance with the General Pretreatment Regulations.

The MPCA has further determined that the MWCC Pretreatment Program currently has sufficient framework to enable immediate approval under the condition that certain limited areas of the program are addressed during program implementation in accordance with the following: CONDITIONS FOR APPROVTHE MWCC PRETREATMENT PROGRAM In accordance with this conditoned Pretreatment Program approval, the MWCC shall submit, in duplicate, to MPCA the following by the indicated dates: A. Completed permit applicalions, and final permits where applicable, for the following targeted classes of industrial users: Inorganic Chemicals (Slandard Industrial Classification 2812, 2813, 2816, 2819) Organic Chemicals (SIC: 2865, 2869) Pharmaceuticals (SIC: 2831, Timber Products (SIC: 2491) Iron and Steel (SIC: 3312) Petroleum Refining (SIC: 2911) Pesticides (SIC: 2879) Rubber Processing (SIC: 2822, 2891, 3031) Miscellaneous Chemicals (SIC: 2895, 2899) The MPCA and EPA will co-review the targeted permit applications for completion and accuracy. Analyses (qualitative or quantitative) for specific toxic pollutants may be requested from the above indicated targeted classes of industrial users. The MWCC will consider MPCA and EPA comments in accordance with MWCC Rules and during the permit issuance, Rules amendment, and permit reissuance processes. The initial MWCC response 10 MPCA comments shall be made within 30 days of receipt of a request.
