Mihawk holds the title of the strongest swordsman in the world that means Mihawk beat Shanks. Mihawk could use haki. Shanks only uses his sword and haki to fight. Yonko title doesn't mean you are the strongest, it means you rule part of the new world and have thousands of followers.
Luffy has not surpassed Shanks just yet, otherwise, their future fight would hold no significant value. Luffy is close to Shanks in terms of power and it is only after their fight that he will officially be able to call himself stronger than Shanks. For now, Red Hair reigns supreme.

For example, let's look at Doflamingo. Trafalgar Law says that Kaido could beat Doflamingo relatively easy. Before the timeskip, it was mentioned that Shanks escaped unscathed from a battle with Kaido, so logically: Shanks>Kaido>Doflamingo or at least Shanks=Kaido>Doflamingo.
